Questions galore on coal deals

ITANAGAR, April 3: The Save Arunachal Forum (SAF) has urged the Centre to review the award of coal mining to private players, without following laid down formalities in the state.

Submitting a memorandum to Union Minister, Coal Prakash Jaiswal at his office in New Delhi, the Save Anunachal Forum (SAF) members led by Kahfa Bengia, Kaling Jerang, T Naksang, TG Baki and others strongly urged the Central Government to immediately review and cancel the MOAs signed between the Satyam Group of Industries and Arunachal Pradesh Mineral Development and Trading Corporation Limited (APMDTCL).

Submitting copies of two MOAs obtained through RTI, the SAF members termed the entire dealings as “shady, reckless and wholesale gifting of the nature's gift to monopolistic capitalist” by the myopic Government in power.

The MOAs were hurriedly and secretly signed just weeks before the Model Code of Conduct came into force in Sept 2009 Assembly Elections.

The two multi-billion worth MOAs were on setting up of 1 lakh tonne capacity of coke, lame and breeze coke manufacturing industry at Kharsang for 20 years and setting up of 300 MW thermal power plant at Namchik area. Both projects are in Changlang.

Presenting the two MOAs, the Forum members pointed out several flaws such as absence of competitive bidding procedures followed to shortlist the parties before entering into MOAs, clear methodology in pricing of coal, absence of cabinet approval in taking such an important decision, huge loss to the State exchequer by accepting a meagre 10% share of profit to APMDTCL out of one lakh tonne capacity of coke, lame and breeze coke and further 10% equity share to APMDTCL in profitable 300 MW thermal power business by Satyam Thermal Power Ltd.

Stating the deal as highly objectionable and bereft of financial prudence, the SAF members urged the Union Minister to intervene and order review of the two MOAs so as to make the state-owned sick APMDTCL a joint partner with equity share of at least 26% with all other affirmative rights.

The Forum termed the MOAs as grossly one-sided and aimed at extending undue benefits to a particular company or companies and thereby making the Government Agency a mere spectator as all decision making powers are vested with the private companies having 90% equity share.

Since no bidding process followed, therefore credentials of the companies in the field of thermal power generation, financial soundness, track records in discharging corporate social responsibilities were simply ignored, the Forum further pointed out.

AAPSU objects to Nagaland

People’s Front’s move

ITANAGAR, Apr 3: All Arunachal Pradesh Students Union (AAPSU) has expressed deep concern over the news of the formation of Arunachal unit of Nagaland People’s Front (NPF), a major political outfit of Nagaland.

In a release AAPSU President Takam Tatung called such move communal in nature and urged NPF to refrain from dividing people of Arunachal on communal line. “Being part of Indian union everybody has right to form unions or political parties. But the move of NPF to form their party unit in Arunachal is not acceptable to general people of Arunachal,” stated AAPSU President.

AAPSU questioned the motive behind such move. “NPF plans to start their state unit claiming that Nagas live in Tirap and Changlang district. But as per our best knowledge all the tribes living in these two districts are Arunachalee tribal and have nothing to do with Nagas of Nagaland or Manipur. NPF should not try to create communal divide among peace loving Arunachalee tribal people,” said Tatung. He went on to add, “Only students and businessmen belonging to Nagaland live in Arunachal. We let them live here because of good faith and brotherhood feeling of being from NE region. NPF using term Naga to form their Arunachal unit is very wrong.”

AAPSU also questioned why state government is silent on this whole issue. “We expect our state government to stand up for territorial integrity of state. NPF is purely a communal based political outfit and state government need to clear their stand on NPF and their foray into Arunachal,” said Tatung. AAPSU also advised people of Arunachal to keep away from such political group who can create communal tension in the state.

“The office bearer of NPF Arunachal unit should immediately relinquish their post and apologize to the people of Arunachal. If not, people of Arunachal will teach them a lesson,” stated AAPSU President. Further Tatung urged NPF to withdraw from their decision to form party unit in Arunachal.

“People of Tirap and Changlang had suffered enough and their spillovers are being felt in whole state. This step of NPF will surely affect peace and possibly may divide people of Arunacal on communal basis. We appeal NPF to let people of Arunachal live peacefully as their entry into Arunachal can have catastrophic affect,” said AAPSU President Takam Tatung.

Game of bookies

Dear Editor,

Things have changed a lot since 1983. Now it is not cricketers, but bookies who decide results. When will the common man realize this reality? A section of Delhiites came to know that India will score 261 in the semi-final match at Mohali. Indian people are receptive of western products. So the Indian cricketers are good models for MNCs. Since last November, India is seeing the arrival of a chain of world leaders and signing business deals. Once India wins this already fixed world cup, the cricketers who will also double up as models will rule the psyche and choices of Indian masses.

Pakistan is not such a huge market for US, Russia, China, France and all presidents and prime-ministers who have been visiting since November, 2010. Morever, unlike Indian cricketers, Pakistani player’s donot enjoy so much million pay packets from advertisements as the Pakistani masses are not as receptive and open to western MNCs as Indians. So, at least two Pakistani players are always sold out. And mind you, the bookies are always Indian businessmen who swim in billions.

The PM of India very well knew the result. It was all arranged. Come on India, come on Indians, don’t be so much in awe with cricket matches anymore. The age of cricket is over. This is the era of bookies. Just as cinema is a constructed reality, so also is 21st century cricket. There should be ‘best actor’ awards for cricketers for they really make people believe that they are under no influence. Cricket is business, it is no longer a game. When will the Indian overcome false illusions about cricket matches!

They don’t sell eggs anymore!

Dear Editor,

I would like to bring to the notice of the concerned authority, emphatically the District Administrator of East Siang by publicizing the illegal and price disparity of some consumer goods which ridicule the purchasing ability of a middle man like me.

It was a doomed night for me on 18th of March. The rain was showering and due to road maintenance near my quarter at DST, I kept aside vehicles.

I firmly grasped my 4 year old umbrella and, having a five hundred-rupee note in my pocket, trotted to high region pharmacy to buy medicines for ` 124. Having asked to buy a plate of broiler eggs (Andhra Pradesh farm) for our kids, I went to the nearby shops some 10-15 mtrs near Power House. It was to my utter surprise  that the 1st shop (prop. Taloh) run by a Bodo lady told me that she sells the plate at ` 140. I persuaded her twice to sell it to me at 110 and explained the fact that the present market rate for broiler eggs (Andhra Pradesh farm)is ` 100 per plate and that of coiler egg (Tinsukia farm) is ` 150 per plate. And that is just few hundred metres away from the main market. But she was reluctant and she refused to accept the deal. Next, I stepped to the adjacent shop just 10ft opposite of the road (prop. Megu) run by one  Saikia. He sells the plate at ` 100. but alas! 2 plates were sold out just a few minutes before I came and that few eggs were there on the shelf. I turned back to my quarter and stepped to yet another shop some 100 mtrs or so near Transit camp (prop.Jamoh) run by a lady. At first glance, I thought that she was a non-tribal lady. But I was convinced that she was a Galo lady. I asked her to sell me one plate of eggs. This time the price was skyrocketing. The plate which is sold at ` 100 in the market, reached the milestone of 150. I argued with her, but she was adamant to yield. She explained that she bought the eggs from hawker at ` 100.

I came back home, twisted the fact and told my family that all the shops at high region do not sells eggs. However my family’s demand was mitigated the next day at 100 from the market.

Secondly, my 1 year 9 months daughter has high appetite of ingest fish. Often the hawker appears at my quarter and I opt to buy one local fish ‘Ngopee’ for her. My fellow friends, what do you expect the price of          1 kg fish from a hawker without valid document? Probably the answer would “less than those fish monger” who possesses valid trade license. Thinking so, when I asked the hawker about the price, I feel ashamed of myself. The hawker sell the local ‘Ngopee” at ` 200 per kg, for the same is sold at          ` 140 at the fish market.

My conscience do not permit me to buy at this unjust rate which humiliate the soul  of a responsible citizen like me and get rid of exploitation. Consequently, I coax my daughter that the fish are foul smelling and rotten one, let’s hope for the fresh one next.

Hence, in the light of the foregoing episodic facts, and other unlawful/unauthorised and unjust selling of consumable goods which are not specified herein, I appeal the concerned authority to stop such unjust selling of commodities as these are exploitation of innocent people on one hand and a transgression of rate fixed by the authority concerned (District Rate Board of 12.08.2010).

I also appeal all those capitalist not to purchase those high rated commodities blindly, and spare us an opportunity to buy.

Yours,

Jerang Boyem

No intrusions please

Dear Editor,

It is a shock to see that the Naga People's Front is spreading its wings in Arunachal. I am not sure as to what is the need for these political parties here in Arunachal. We do understand that there are lot of Naga people in Manipur, who might be facing problems but it is quite out of my mental imagination and frame as to who are these Naga people, who are being oppressed in Arunachal. Are they referring to our brothers in Tirap and Changlang?

There are many Naga people here in the capital complex, but most of them are here just for the sake of doing business. And as far as I believe, there has been no instance whatsoever, where they might have been discriminated against and suppressed. Even though the claim have been different while the launching of the party here in Arunachal, I believe that the statements so made are mere eye wash and has no bearing whatsoever on the real functions of the said party here in Arunachal.

I strongly feel that this party would bring forward much more problem in our state, especially in our trouble torn district of Changlang and Tirap.

Our state, especially the districts of Tirap and Changlang are already facing problems due to the insurgency problems because of the NSCN and the presence of these parties would further their strength and escalate the already menacing problem of law and order and insurgency.

In fact, it is our people who are being suppressed at these districts and the presence of the NPF would further bolster their effort and the fangs of these factions will surely see a rise in the rest of the state. So should we really welcome and recognize these parties in our state?

We don't want such problems as is seen in Manipur today and Nagaland CM should really introspect before making foray into other states, so that the conflict between the people of these states does not arise and no repercussions follow.

Tirap and Changlang are very much part of Arunachal and the mere presence of some underground elements do not entitle the grooming of a Naga Party in our state. Politics is a very dangerous game, the vicious fangs of which can be seen in every field and as such the Nagaland CM should have refrained from taking such a step.

Lets hope, our state does not follow the steps of many civilizations that have borne the brunt because of the intrusion of others.

Yours,

Duge Soki (on email)

Clean the dirt

Dear Editor,

Upper Subansiri is obviously the most unhygienic and dirty district. There is no one particular agency to blame for the mess as we all are the culprits.

For instances, Department of UD & Housing, had already provided concrete dust bins in every corner of the town, but instead of using it, citizens have started encroaching it too by breaking down the wall of the concrete dust bin.

Another disturbing trend is the animals that welcome you to the town.

Every drainage is being filled with the garbage.  In the rainy season, the roads became drainage and the drainage becomes the road, which is the unique technology of Daporijo.

The roads have their stories to tell as well. There are no potholes on the road, rather the roads is on the potholes!

More over there are lots of intellectual people in Upper Subansiri Distt. For instances, there is a Chairman & a Secretary in every colony for better promotion and uplift of the colony. At least they can conduct a colony social service in a week.

Youth organization, student’s, pressure groups, market welfare society, public leaders and Administrative Authority have all failed to promote and develop their own district because there is no unity among them.

It is time, we all pitch in so that the tag of most dirty town is removed as soon as possible.

Yours,

Babu Mosu

Reasons why illegal appointment is flourishing business

Dear Editor,

2000 Illegal appointments as appeared in local daily , I would say, is not surprising one , for all Know that every month illegal takes place in various department in our state . But thanks to Save Arunachal Forum for this disclosure.

I have heard or seen anything done by our student unions who call themselves as guardian of student welfare.

I would like to tell them that one of the greatest welfare of student is to get good job after study is over.

Now, why do not they give bandh call and take up democratic movements. If they do not take step this time, they have no right to call themselves student unions.

Till today we never heard any politician or govt. officials punished for the illegal appointments in our state. That’s why illegal appointments are taking place in our state smoothly.

Since our student unions are not interested in the welfare of student, I appeal Save Arunachal Forum and other NGOs to initiate legal fight against these illegal appointments.

To meet up the Court’s expenses, NGOs can appeal for donation. I am sure all the students’ Unemployed youth and parent will contribute lot.

Yours,

K.Tatung, Hapoli,
